(AP) A Satsuma city councilor and his wife were among seven persons killed when the car in which they were riding was struck head on by a careload of teen-agers fleeing from a state trooper at speeds of more than 100 miles per hour, officials said. Newman, Pioneer Newsman MINNEAPOLIS (AP) Cecil E. Newman, who pioneered black weekly newspapers in MinneapolisSt. Paul, died of an apparent heart attack yesterday at his home. Newman, 72, was' editor and publisher of the Minneapolis Spokesman and St. Paul Recorder.

7-Year-Old Boy Dies of Injuries WESTVILLE, N.J. (AP)-A 7-year-old boy died yesterday of injuries sustained Friday night when he was struck by a hitrun driver while sledding in this Gloucester County community, police said. Walter Mihlebach was sledding near U.S. Route 130 when he encroached onto the highway and was hit by a car. Police said the driver stopped, backed up to free his car from the sled and then sped away.

Authorities said the car was a 1972 Vega with a mustardgold color. It sustained damage to the front left fender. The boy was taken to Underwood Hospital, Woodbury, where he died at 12:30 a.m. Saturday, six hours after the accident. Senators Push Insurance Bill WASHINGTON (AP) Both the Democratic and Republican leaders of the Senate yesterday urged prompt action on legislation to provide Americans with insurance against catastrophic illnesses.

Both Majority Leader Mike Mansfield, D- and Minority Leader Hugh Scott, said they felt such a measure would be a good first step toward an eventual national health insurance plan. Cutbacks Suggested WASHINGTON (AP)-The General Accounting Office said yesterday that more than half the $70 million U.S. military assistance advisory groups (MAAGs) around the world "have outlived their usefulness" and could be closed down. The MAAGs have shifted from distributing U.S. grant military aid to facilitating U.S.

military sales, the GAO said in a report. It called that incompatible with Congress' policy against encouraging arms races between foreign countries. The report was released by the House International Relations Committee, which has already approved a provision in a military aid bill to close down all 49 U.S. MAAGS around the world by Sept. 30, 1977.

The committee also voted to phase out U.S. grant military aid and put it instead on a cash basis. The U.S. MAAGs were set up after World War IL and the Korean War to help restore military forces of those U.S. allies.
