After that, federal support gradually declines through 2020. Ohio must examine closely whether it will need more staff and computer upgrades to handle additional Medicaid claims, Plouck said. The state spends about $13 billion a year on Medicaid, already the state's largest government program, providing a broad range of health services to 2.2 million.

There's also a challenge in getting doctors, who limit the number of Medicaid patients they see, to accept newly eligible recipients, said Andy Hyman, who oversees health insurance research for the nonpartisan Robert Wood Johnson Foundation. DEBT FREE from B1 Originally, the roughly $700,000 fire station was going to be paid off over five years. "We decided, if we were frugal and got a good interest rate, we could do it in three, and that's what we did," Semer said. "We watched the money pretty good on that," Cox said. The new ambulance could have been paid for with cash, she said.

"We had the money saved up to pay. for the ambulance but because of the economy we didn't know what to expect, so we financed it." With a rough economy battering governments, businesses and individuals, the township has stayed stable by running a tight ship, she said. "We did a lot of things," she said. "We consolidated insurance companies. We went to cash back credit cards.

You can get about $900 a quarter from that." The township gets the bulk of its general revenue from property tax and bed tax on hotels near Lima. Interest income from the townships savings and investments is nearly nonexistent, at 0.75 percent. The township's 2010 budget is nearly $2 million, she said. Like everywhere OFFICIAL from B1- stories about the sting reminded him of the antics on the "Hogan's Heroes" TV show. However, he said the director's career shouldn't be ruined over her handling of it.

"I think it was thoroughly botched, but I don't believe that rises to the level of perjury or intentional lying of any sort," he said. Strickland named Collins-Taylor public safety director in September, but his office inadvertently failed to start the process of confirmation, which usually comes soon thereafter. Her confirmation ultimately was jeopardized by accusations that she lied to a state watchdog about a sting involving inmates working at the governor's residence. Investigators say she mischaracterized the dangers associated with the weekend operation, which they said appeared to be called off to save Strickland political embarrassment. Witnesses before the Senate committee including Collins-Taylor, tendent Highway Patrol SuperinDavid Dicken, his former No.

2 William Costas and former state prisons chief Terry Collins were walked painstakingly through details of their decisions regarding the sting during the two days. Accounts of what happened at times were contradictory, but largely matched what the officials already for had told investigators the state watchdog, Inspector General Tom Charles. In Charles an April report, accused CollinsTaylor of lying under oath To give doctors a bigger incentive, the federal government will raise Medicaid payments for primary care in 2013 and 2014, but the increases are temporary. Gov. Ted Strickland, a Democrat, has pushed to increase Medicaid spending in recent years as more Ohioans lose jobs amid the U.S.

economic downturn, raising money through fees on hospitals and nursing facilities and by seeking additional federal matching funds. The federal government pays about 74 percent of Ohio's Medicaid costs, up from 63 percent several years ago because of aid from Obama's economic stimulus package, Plouck said. That increased aid runs out at the end of 2010, and it's unclear if Congress will extend it. AT A GLANCE Originally, the roughly $700,000 fire station was going to be paid off over five years. else, cuts have been made.

The staff attorney and a maintenance person have been let go, and some services are reduced. "The road department has some red flags," Semer said. The problem is gas prices. The department gets its money from the tax on gasoline. Higher prices mean less gas being purchased, cutting revenue.

On the flip side, higher gas prices raise the cost of petroleum-based materials like asphalt, not to mention the fuel to run township equipment. In five years, the cost of a mile of asphalt has increased from $25,000 to $65,000, she said. "We are doing less. We're mowing less. We're patching less," she said.

In 2009, $65,000 was transferred from the general fund, "just to have a semblance of a road program," she said. You can comment on this story at www.limaohio.com. and said she and others mischaracterized dangers associated with the sting when the operation was most likely called off to save Strickland political embarrassment. During questioning by senators, both Collins-Taylor and Dicken reiterated denials that was the case. In casting his vote against confirmation, Republican Sen.

David Goodman said the two were "simply not being straight" about the facts. "It's a fabrication to say this sting operation was canceled because it was dangerous to the officers," he said. A second line of questioning at the hearings centered on the impartiality of Charles' office in probing the sting. Charles' wife is an officer with the Highway Patrol, which is within the Public Safety Department. And he actively lobbied for someone other than Collins-Taylor to get the director's job.

Collins-Taylor, her agency, her lawyer and the governor's office all pulled apart the investigation and hearing testimony for inconsistencies they said weighed in their favor. Deputy Inspector General Craig Mayton underwent extensive questioning Thursday about the way the investigation was conducted. Chairman Tim Grendell said he had never seen such an orchestrated attack on Charles, who has served by appointment of both Republican and Democratic governors. The attacks undermine Ohioans' confidence in law enforcement in the state, he said..
